Policy Skills is a collaborative operation of Peter Bridgman, Australia’s most-recognised policy leader and Nonie Malone, a highly experienced policy manager.  We present public offer programs delivered by ourselves and other policy area specialists.

Peter Bridgman

Peter Bridgman has over 25 years experience designing real, workable solutions for government and business. He has a track record tackling tough problems and making ideas into reality.

He is qualified in law, psychology and training and assessment and brings to others the benefit of his unique experiences at the highest levels of major public policy organisations.

Peter wrote The Australian Policy Handbook, Australia’s leading textbook on public policy, with Catherine Althaus and Glyn Davis, now in its fourth edition.

He has also published on topics as diverse as statutory interpretation, native title, freedom of information, administrative law, policy formulation in agriculture, and the separation of powers.

Peter’s policy and management expertise

Peter is an engaging presenter and facilitator whose policy experience and expertise covers an extraordinarily wide range of social, economic, legal, administrative and environmental areas.*.  He has led the central policy agency of the Queensland government as well as its central governance agency. He has been Cabinet Secretary, head of Arts Queensland, and directed international, non-government and higher education. He was corporate legal counsel of a major government department, and has extensive board experience on government corporations and statutory authorities.

The Policy Officers’ Intensive programs developed and delivered by Peter have been in high demand over the past six years in Canberra and in state capitals and in New Zealand.

Nonie Malone

Nonie Malone is Director of Foresight Consulting Pty Ltd.  She has considerable experience in the management of public policy within the Queensland Government and beyond.  She has exceptional skill in coordinating, developing and communicating policy to achieve effective outcomes.

Nonie has an excellent record in turning complex problems into effective action through: planning and executing reviews and evaluations of public policies and programs, statutory bodies and their establishing legislation; developing and evaluating social,  economic and regulatory policy; negotiating and coordinating intergovernmental policy and financial matters; and driving public agency planning, budgeting, reporting and performance.

Nonie’s policy expertise covers innovation, economic and regional development, coordinated Aboriginal and Torres Strait Islander policy, home schooling, non-state education, higher education, infrastructure, intergovernmental financial relations, governance of agencies, and parliamentary committees.

Nonie has qualifications in public sector management, political science, economics, and applied finance.  She is an active contributor to public sector professional organisations, and is Immediate Past-Chair of the Australasian Study of Parliament Group – Queensland, bringing together parliamentarians, academics and members of the media to research and discuss our Westminster parliamentary system of government.

She brings her practical experience and wide knowledge of policy and governance to University of Queensland students in the University's innovative and highly-rated Public Policy Practice course, designed and delivered by Nonie.

She has co-facilitated, with Peter Bridgman, public policy programs for public servants in most Australian cities and in diverse locations in New Zealand - with Policy Skills and before.
